Victory for South Surrey Chinese Community’s Anti–“supportive/complex-care” Movement: AOCC Opens a New Chapter in Chinese-Canadian Political Participation
Vancouver, February 7, 2026 — As a core mission of the Alliance of Chinese Conservatives (AOCC), we have been committed to uniting the Chinese community, defending traditional values, and advancing freedom, responsibility, and civic engagement. In a recent landmark victory, the Chinese community in South Surrey–White Rock joined with residents from diverse ethnic backgrounds to successfully stop a provincially promoted “supportive housing / complex care” project. The proposal raised widespread concerns that it could introduce drug-consumption facilities and pose risks to community safety. Through large-scale mobilization, protests, participation in public hearings, and sustained voter pressure, Surrey City Council ultimately rejected the proposal in a 9–0 unanimous vote. This was not only a major defense of public safety, but also a milestone: the first large-scale, organized effort by the Chinese community to participate in politics and public affairs after a long period of being “voiceless.”
AOCC is deeply proud of this victory and views it as a powerful example of community awakening. In November 2025, when the province attempted to push forward this controversial project in South Surrey, local residents moved quickly. AOCC members worked alongside Chinese community activists to organize multiple community meetings, street demonstrations, and petition drives. We emphasized that the Chinese community’s long-standing absence from the political arena has often led policymakers to overlook our concerns—such as community safety, family values, and protection of property. This incident proves that when we speak up collectively, we can reverse unfavorable outcomes and protect our neighborhoods from potential harm.
On February 7, 2026, during the first episode of AOCC’s online livestream series Prism, we invited well-known guests Ross (@TheHayekians), Yixuan Zhang (@YixuanZhang), and Peter to provide an in-depth analysis of the movement’s winning playbook. The guests shared key strategies—from community mobilization to influencing decision-making—including:
Policy consequences of insufficient Chinese political participation: Persistently low participation rates have left the community without a voice on major issues such as housing, drug policy, and public safety. We have seen that without active engagement, government decisions may tilt toward radical agendas and harm the interests of traditional communities.
Why communities fall silent—and how to change it: Many Chinese immigrants focus on work and family while neglecting political involvement. AOCC argues that through education and organization, ordinary people can create real impact—through door-knocking, voter turnout efforts, and building cross-ethnic coalitions.
The limits of “non-partisan” advocacy: Guests emphasized that “staying non-partisan” is often not enough to drive change. Politics cannot be avoided. We must engage strategically in elections, support conservative candidates, and ensure our voices are amplified at the municipal, provincial, and federal levels.
Practical action steps: Starting at the grassroots, community members can shape outcomes through issue-based organizing, participation in public hearings, and voter pressure. Further, when the time is right, AOCC encourages the launch of Chinese candidates for office—moving from mere “participation” to real “governance and policy leadership.”
We believe freedom and responsibility are the cornerstones of a flourishing Chinese community. Through movements like this, we not only safeguarded the safety of South Surrey residents, but also set an example for Chinese communities across Canada. AOCC will continue to organize similar initiatives and encourage more Chinese Canadians to join the conservative movement and participate in elections at all levels of government.
