South Surrey “Drug House” Plan Unanimously Rejected by Surrey City Council

The Alliance of Chinese Conservatives (AOCC) Warmly Congratulates Chinese Community and Multi-Ethnic Residents on Major Victory

Surrey, British Columbia, Canada – November 17, 2025

After days of powerful civic protests, South Surrey residents successfully forced Surrey City Council to unanimously reject (9–0) the controversial “Supportive Housing and Complex Care Residence” project, jointly pushed by BC Housing, the Provincial Government, and Fraser Health Authority, widely referred to by the community as the “Drug House.” The proposed facility was slated for the corner of 152 Street and 19 Avenue in South Surrey, triggering intense local opposition.

On the evening of November 17, more than 1,000 South Surrey residents gathered at Surrey City Hall Plaza, holding signs reading “Protect Our Homes,” “Say No to Drug Houses,” and “Give Us Back Community Safety.” They chanted slogans and voiced deep concerns over community safety, property values, and the healthy upbringing of their children. During the protest, the Chinese-Canadian community played a pivotal leadership and organizational role, standing shoulder-to-shoulder with Caucasian, Muslim, South Asian, and other neighbours, forging a rare and powerful cross-ethnic united front.

Following hours of public delegations, Surrey City Council voted that same evening. Mayor Brenda Locke and all eight councillors cast unanimous “No” votes and formally referred the proposal back to BC Housing, marking a decisive victory in this community defence battle.

The Alliance of Chinese Conservatives (AOCC) stated:

“This is a brilliant triumph won by South Surrey residents through real action to defend their homes! With a strong sense of responsibility and mobilization power, the Chinese community led and inspired neighbours of all ethnic backgrounds to speak with one voice, setting a classic example of civic resistance. We salute every resident who took to the streets, and we thank Surrey City Council for listening to and respecting public opinion by courageously saying ‘No’ to this harmful project!”

AOCC emphasized that this victory proves: when ordinary citizens stand closely united and persistently raise their voices, they can absolutely stop misguided policies that endanger communities. The Chinese community must remain highly vigilant and continue to combine ballots with grassroots action, setting a model of civic engagement for Metro Vancouver, British Columbia, and all of Canada.

Protecting our homes is never just a slogan; it demands action.

The people of South Surrey have done it!
