AOCC Issues Open Letter Calling for Legal Reform to Curb Arbitrary Floor-Crossing by MPs

Following former Conservative MP Michael Ma’s decision to cross the floor on December 11, 2025, the Alliance of Chinese Conservatives (AOCC) swiftly undertook a series of institutional, non-partisan actions aimed at safeguarding voters’ mandates, the legitimacy of parliamentary democracy, and public integrity. These actions included:

  1. December 12 – Issuance of a Statement of Condemnation
    AOCC promptly released a bilingual (Chinese and English) statement condemning the floor-crossing, clearly stating that the action caused serious harm to voters’ mandates, parliamentary democratic integrity, and public trust, and calling on society to recognize its systemic implications.

  2. December 15 – Publication an Open Letter
    AOCC formally published an Open Letter to the Parliament of Canada, systematically outlining the gaps in electoral law and parliamentary rules exposed by floor-crossing, and presenting a set of reform proposals focused on institutional improvement.

  3. Letters Sent to 343 Members of Parliament and Party Leaders
    On the same day, AOCC sent the open letter to all 343 Members of Parliament, including all party leaders, in a non-partisan manner, formally requesting that MPs clarify their positions on the relevant institutional issues and consider advancing legislative reforms, rather than asking them to take sides or support any individual.

  4. Promoting Media Coverage and Rational Public Discussion
    AOCC proactively contacted media outlets, requesting the publication of the open letter and related position statements, in order to encourage rational, constructive public discussion on floor-crossing, institutional loopholes, and democratic reform.

  5. Mobilizing Public Support and Endorsing a Parliamentary Petition
    On December 18, 2025, a House of Commons e-petition sponsored by Lianne Rood, Member of Parliament for Middlesex—London, Ontario (Conservative Caucus), was officially launched. The petition calls for a requirement that any MP who crosses the floor to join another registered political party during their term must vacate their seat and trigger a by-election in their riding, while allowing MPs to continue serving as independents without triggering a by-election.

    AOCC calls on members of the public to actively sign and support the petition, and emphasizes the importance of uniting voters of all ethnic backgrounds to jointly engage MPs across party lines, in an institutional and non-partisan manner, to advance the necessary amendments to the Parliament of Canada Act.
